Remove the belt retractor, remove the clock spring side cover of the belt spool and give the mechanism a light squirt of WD40. Reinstall the cover, hold the mechanism as close to parallel to the ground as possible and firmly tug on the seatbelt rapidly (like 'jiggling' it) until it frees itself and retracts. These mechanisms are tilt sensitive and will lock themselves if they're not on a near perfect horizontal axis so this will take some patience - and a touch of luck.
Most often it is just gummed up with soda syrup. spray a little armor all into the mechanism and let it sit for a few minutes, then operate the mechanism. repeat until it works smoothly again, making sure to wipe any excess fluid up. Hope this helps.
UHOH, might try a bent butter knife or other bent metal and slip it in the crack between the tailgate and the side panel on the side that the rod from the handle came off on, but if it came off both sides you'll have to work both latch at the same time which will require the help of a buddy unless your pretty acrobatic. You have to push in the catch or catches that are not retracting to unlatch the tailgate. Good luck if all else fails you'll need to take it to a body shop. Some trucks you can get to the rods to the latches trough the hole where the handle mounts with some needle nose and pull the rods if they came loose at the middle.
I've seen a lot of <a href="http://www.hitchcity.com/CapsCovers-Covers.html">tonneau covers in Toronto</a> just be removed and re-installed and that usually takes care of any problem. Try it out.
It could be either the latch has jumped off the Cam inside the latch mechanism or the spring inside has jumped off back a bit onto the same Cam, I had the same problem with mine. If it's the simple ball bearing type it may just be dirt and so a wee squirt of WD40 may do the trick.
If the seat belt will not retract then it is either chaffing against something restricting its movement or the rewind mechanism is defective. Pull the belt out to its full length to see if there are any twists in it. If so simply untwist it. Does it retract at all? If not, then it needs replacement. If it partially retracts, you need to gain access to its wind up mechanism to check it there is some obstruction preventing it from fully retracting. If no apparent obstruction, then it needs replacement.
Check your fuse box....unless you hear it trying to close or open, function whatever... but im sure you have a blown fuse. especially if they stoped working at the same time.
either something found its way down into the retract reel and jammed it or the spring to rewind the belt is broken. It may need to be replaced (all the info and part numbers are on a tag on the belt). Before you replace it try to pull it all the way out and see if it will retract or see if there is anything down in around the reel.
