While at the park the wheelchair shutdown. no power to controls. it had a full charge and brand new batteries only a month old.

Battery life is affected by many things. But inside a tiled space like Walmart is probably the best possible running conditions. Make sure your tires are fully inflated, and you may need to have the motors check for worn brushes or maybe the wheel bearings are dry. Does the scooter push hard when in free-wheel mode? You may also need to have your charger checked, to be sure your batteries are really being fully charged.

If there is no power to the key switch,then battery has to be checked.If battery is new and properly charged then switch has to be replaced.
The pride scooter electric system functions in this way':----
Two 12 volt batteries are connected in series.The voltage is applied to rear main controller, then this voltage is sent up to the key switch located at the console.It then travels to the meter,the horn,and back down to the controller.When the throttle lever is depressed in either direction,the controller sens approx 24 volts to brake assembly.Releasing the throttle and scooter will move in desired direction.

first check the battery voltage.It should not be less then 12.4 on each battery.If its less then it needs to be recharged.

Now if battery voltage checked ok,then move to the circuit breaker testing.Because from battery the voltage goes to circuit breaker.
If the circuit beaker is open then voltage will not pass further to the console.
Using a multimeter test the circuit beaker. take a voltage reading,from each side of circuit breaker to most negative battery terminal.
To determine the most negative battery terminal, place the red lead of the multimeter to one of the positive terminal of one battery,and back lead of multimeter to the negative terminal of opposite battery.
Read the total battery voltage.
It is possible to get the initial reading of zero volts.
If this reading appears then move to other positive and negative battery terminals and you should get total battery voltage approx 24 volt's.
With the most negative battery terminal found take a reading from the metal tabs of circuit breaker to most negative battery terminal found. Both reading should be not less then total voltage of the battery,then reconnect the battery.But if circuit breaker is not giving any voltage then its faulty battery to circuit breaker connection.But if circuit breaker shows voltage and there is no power to key switch in console then its faulty key switch.

if I understanding this correctly , you cannot use the scooter why it is being charged, there is a inhibit pin that stops the scooter from being used,
All scooters are designed this way.
