Hi,Go to Start Button / Control Panel / Regional andLanguagesettings / Keyboard and Language / Change keyboards, then select the language in the combo box.
since its in french ...follow my instructions right click on the bottom bar, now click on the top (toolbar)...on the next pop window click on the third from the top (language)...look for EN (anglas) click and this should do it

open up your control panel and you will see a selectioin for language. open that and you will be able to set everything to english.
If you wish to change the language you must download a Multilingual User Interface Pack (MUI). Unfortunately such is only supported by Vista Enterprise and Vista Ultimate, so as a Home Premium user there is nothing you can really do unless you are willing to either upgrade to Ultimate or purchase an English copy.
You said "I have not fully completed the initial set up.." So finish the setup and once complete you can change the settings by clicking Start -> Control Panel->Regional and Language settings,and selecting English.(you may be required to download addition language packs)
Open Regional and Language Options by clicking the Start button, clicking Control Panel, clicking Clock, Language, and Region and then clicking Regional and Language Options. Click the Keyboards and Languages tab. Under Display language, choose a language from the list, and then click OK.
Obviously you'll have to work out the French equivalents of the options but should be fairly obvious
Though Windows Vista has multilingual capabilities, you cannot change the language in
which the toolbars,etc are displayed. If you have a French user interface
then nothing you do will turn it into English. Your only option is to buy an
English version of Vista and then do a clean install.
