Hello, Pull the battery from the laptop and see if it will powerup without the battery in. If not the charger is bad, if it does then the battery is bad.

Sounds like you are having issues with the motherboard since we are talking about a laptop here. However, there is a way on how we can isolate that the motherboard is the main problem.
