Hello John, The most probable reason the washer is not filling is because of a blown fuse that is part of the lid switch asm. By UNPLUGGING THE WASHER and removing the 2 INNER screws on the the control panel and the control panel can be rotated down to see the fuse in the lid switch asm. Here is where the fuse is on the switch asm. its circled in red
No if doesnt rule out the lid switch yet in fact that very likely is the problem,the lid switch asm. is wired through a fuse that if lid switch is bad the fuse will blow and in addation to the fuse being wired to the lid switch,it too is wired to the water inlet valve and will not fill if the fuse on lid switch asm. is blown I know this by replacing more lid switch/fuse assamblies in 30 year appliance repair career that i can remember. I dare say (by assumption) that the tech that came to diagnose your washer gave you the exact correct diagnosis
Check the power. If your Kenmore washing machine does not operate at all, you may need to replace defective or blown fuses or reset a tripped circuit breaker. This is done by moving the lever to the "Off" position and back to "On."
Examine the lid switch to see if it is defective. A malfunctioning switch can prevent the machine from operating or spinning. The switch can be found on the inside close to the door frame. Some models also have a special "lid-switch" fuse close by the lid switch within the control panel. A blown fuse will not allow the washer to fill with water.
Unclog the drain line if the machine is spinning but not pumping out water. If the problem still isn't fixed, the pump may need replacing.

Well if it fills then it needs the lid shut to work. So if the lid is shut it hits a lidswitch and if that lid switch is broken then nothing will work washer wise right? As far as the dryer that may be a blown fuse but nothing on the washer could stop it from running cept maybe a bad cord or breaker.
After having a repair guy quote me $450 to fix this problem, I took it on myself. I first changed the lid switch as the repair suggested. No luck. Next, I changed the washer timer. Still no luck. Next, I disconnected the water tube and filled the washer with water ( a step I wish I had done first) and turned on the machine. The machine spins, drains, etc but still didn't fill. I changed the water valve. Still no luck. Finally, I changed the 50 cent fuse in the front left corner of the washer unit. Success! The fuse was the problem. The washer now fills correctly.
It was the fuse under the control panel...
