Hi - according to memory suppliers your T23 has the following memory capacity / requirements:

• IBM ThinkPad T23 maximum RAM capacity: 1GB
• Your IBM has Two (2) memory slots or sockets
• Module upgrade PIN count is: 144-PIN
• The memory speed is: SDRAM 133MHz, PC133
• The laptop DIMM type for the ThinkPad T23 is: SODIMM, SO-DIMM, Small Outline DIMM
• Non ECC

If you are meeting these requirements, you may have a defective module.

Also, according to Lenovo's page on the machine:

Memory
The system has 128MB or 256MB of memory standard and can be configured for up to 1GB of addressable memory. Memory options up to 512MB SDRAM SO DIMMs each can be added in the two available slots for memory expansion. The standard 128MB of memory is expandable up to 640MB and the 256MB of memory is expandable up to 768 MB of addressable memory with 64, 128, 256, or 512MB SO DIMMs without removing the 128MB SO DIMM that is standard in one of the internal slots for memory. For customers that need the maximum 1GB to which memory can be expanded, it is necessary to replace the 128MB or 256MB card with a 512MB card plus add another 512MB card in the extra slot. Only 133MHz DIMM memory can be used in this system. The use of 100MHz DIMM memory is not supported in the T23 systems.

This means yo can trouble shoot the 512MB modules individually by installing one of the original 128MB modules and one of the new 512MB modules (for a total system memory of 640MB). If it does not boot, try again with the other 512MB module. This will help you identify a defective module that may be preventing the machine from booting.

which states that your motherboard has 2 RAM slots, with a maximum of 512MB per slot.

So, how many RAM slots currently are empty, and how much RAM is installed?

If you currently have 2 sticks, at 256MB/stick, you will need to remove both sticks, and install two new sticks.

If you currently have 512MB of RAM, and one empty slot, then that web-page describes the exact type of RAM that you can insert into that empty slot.

Are you sure that both sticks of RAM are properly "seated"?

How much memory is found when only one stick is used?
How much memory is found when only the other stick is used?

Which motherboard? Some very-old motherboards only support a maximum of 256MB per slot.

How many memory-chips are on each stick of RAM?
If you have purchased "high-density" memory (small number of memory-chips),
and your motherboard only supports "low-density" memory, then only 1/2 or 1/4 of the actual RAM will be used.

In you case compatibility is your problem or your memory needs a clean up. First clean up the memory's pins. Use a pencil eraser. Then try only one by one so that you will know if there is a problem in each memory. Insert one of the memory then turn on your PC. If it boot up or it is okay try the other one. Then if it is also okay, try both of it inserted and turn on your PC. If it not okay there is a compatibility problem. Make sure the brands are the same so the compatibility are never be a problem.

Check that your memory is supported, according to Biostar documentation for your motherboard:

Registered DIMM and ECC DIMM is not supported

Re-check the memory module's specifications.

are the modules the same specs? you may have some incompatibality between them. the board may be reading the ram right it may be you have four 256 sticks instead of 2 of each. read the motherboard manual it might shed some light here.

(This means you can have a total of up to 2 Gigabytes of RAM)

If you upgrade your RAM, you will need to make sure that you get the correct type.

If you want to keep the RAM you have, you will only be able to have 1.5 GB of RAM because you only have two slots to work with. If you want to upgrade to the full 2 GB, you will need to buy 2, 1 GB sticks.

Can you get me the motherboard Model number ?

check the voltage on your new ram.
For ddr2 you need both slots filled.(this the memory I would use)
Make sure you put it in the right slots.
make sure that BIOs recognises each stick.
