If you are saying that you have power to the starter when you turn the key then the starter is bad. You can try lightly taping the outside of the starter case with a small ball peen hammer which can sometimes jiggle the brushes inside the starter enough that it will work again for a short time.
Are you pushing in the clutch? If yes, then it might be the clutch switch. Most mowers need the clutch in to start. I have wasted many hours by not knowing that.

sounds like the bendix spring is bad on the starter (it's the spring that returns the gear to it not moving state)...good luck

Sounds to me like you need to replace the starter solenoid switch,follow the cable back from the starter post and it lead you to the solenoid.

Try connecting a jumper cable to the battery. You can use the battery in an automobile to jump the mower battery. If the jumper cable causes the engine to start normally, replace the battery. The best way to test a battery is with a volt meter. A good, fully charged battery will measure 12.6 volts dc across the positive and negative terminals. If you turn the ignition key to the start position with the meter connected to the battery terminals, the voltage should not drop below 12 volts dc. Post back your results.
