Unlike a PC Power Supply, this type of server power supply does not have an on/off switch. It will turn on when plugged into a compatible server and plugged into a power source. The server itself will power on either with the power button on the front, or when the power supply is plugged in depending on your BIOS settings. Usually there is an LED on the back of the power supply which will come on when the cord is plugged in regardless. If it does not, the unit is defective.

Alternately or simultaneously of course you can get the old supply to an electronics repair shop, having taken pictures of it (and connections in particular) next to a 10 cm. ruler with your cellphone or DSLR or whatever's handy. Not Pelham, eh?
you need a p/s tester cost about $10.00 plug it to board connector it will power up and test p/s other option is short out pins that recieve power on signal.
