That means your earpiece speaker is out. It could either be damaged or just dirty. The easiest way is to file an insurance claim. But if you are good with electronics you can take it apart and replace the speaker. However on some of the V3 models the earpiece speaker is a part of the LCD and cannot be individually replaced.
Most likely the small flex cable on the LCD screen in the top part of the phone needs replaced. The speaker in the earpiece must be bad and it is soldered to this flex cable. It can be repaired by a cell phone repairman.

SNELSO38 - I get that problem sometimes with my phone but most times it happen that is when i am in between most buildings or housing areas so , you need not to change anything on the phone.
If the phone is under 1 yr old I suggest finding the nearest Motorola service center as it is under warranty. If its not covered you could replace the speaker yourself, although would require a small amount of soldering or replacing the entire LCD module which could be expensive. The speaker needs to be replaced.THE SPEAKER is located in the bottom section of the phone. You;ll have to remaove the bottom section with a t6 screwdriverand replace the speaker in this section.
