From what I've experienced, repeated restarting, and frequent shut downs, can be traced back to a defective power cord, and/or a low battery state. Garmins operate best with a full battery charge, regardless their connection to external power.
If you can get it to connect to your computer, and can see it as a device with removable storage, right clicking on it's icon, and select "properties" to show you the battery-charge state detected.
Mine won't charge when connected to the computer for some reason, and won't boot even if left for a few hours, but if I connect it to a dedicated usb charger, (the kind that plugs into an A/C outlet with a USB port) it will begin to charge. After fully charging it returns to normal operational state. If it still can't charge it may need a new battery...

    The charge state of the GPS, as indicated by the computer is 0%, even when it's actually fully charged?

    There is a hidden diagnostics menu that can be accessed when you are able to get the 2455LMT started by pressing the battery icon for several seconds until the diagnostics screen appears. Be careful in this menu, as I'm uncertain if you can "brick" the device from here!

Tomtom keeps saying waiting for valid gps signal

As you probably know, the GPS device needs to get a satellite signal to determine its (your) location, before it can be used.
When the device is having difficulties getting that information, that message is displayed.
A common reason for not being able to get the signal is when there's physical barriers between the device and the satellites, e.g. when you're in a building, under certain covers where there's little/no line of sight between the device and the satellites.
Sometimes, even when this is not the case, the GPS has difficulties getting satellite signals.
So, getting an update (from the tomtom webiste) of the satellite locations can help. Just connect your GPS to the tomtom website, using tomtom HOME (the software), and get the QuickGPSfix update (a very small file) installed on your GPS device. It is suggested you update this data regularly ( as it provides a better location of the satellites, for the GPS device to search)
If you've already done that and the GPS still have problems locating the satellites, try to reboot the GPS. This can be done by holding down the ON/OFF button (for quite a while, e.g. 30 seconds or more) ... to shut the GPS down, and then turn it on again. Or, use a pin (e.g. paper clip) to press the "RESET" pin-hole, to turn it off, and start the GPS device up again.

Will not go to the regular menu screen, screen has at top - file, run, hdd, update, help but will not do anything and i can't get back to regular menu

This screen is called the "Development Screen". It appears when the internal files on the GPS are corrupt. The unit needs to be reflashed because you have corrupted file(s) onthe internal memory of the unit.

Frequently switches from dgps to gps fix .Why is this?

DGPS only works in areas where there is a DGPS beacon, and they're simply not that commonplace. Unlike orbiting GPS satellites, DGPS beacons are fixed land based devices.

When there's no DGPS beacon, the unit automatically reverts to the regular and slightly less accurate GPS.

Just push the regular off button. It may take a time or two but hold the off button for about 5 seconds it will shut off then.

Hello,

Reset your GPS and it should be able to give your factory settings back. To reset, if its Garmin GPS , one your switch on your GPS, hold the power on button on your gps to ON position for more than 7 seconds and it would reset on its own, leave the button and you would be with regular factory settings in English language. Note: Resetting your model of gps to factory settings may have different procedure, but RESET is what you should be doing to get back to regular setting to english.
