There are a couple of dozen reasons the check engine light is doing that, so the best next move is to find a way to read the codes that are being thrown by the computer. at this point I would suggest that the carby be overhauled by a Evinrude service shop as rubber from hoses , fuel pump breaks down and fine particles get into jets and passages and block up the holes

You can get rpm data by searching your browser using "90hp Evinrude Specs" or "1982 90hp Evinrude idle specs". Changing the jets usually costs you performance on one end or the other. If you have needle rods, a narrower one will have the same effect as a bigger opening in a jet. But you have rpm limits that you should not exceed. Changing the prop can give you more power over the sacrifice of top end speed.
