Yes, cut the wire about 18" - 24" from the plug end, then install a regular wall light switch in an outdoor style weather proof single toggle switch gang box. Available all day at your local DIY Center.
I have done this with portable pumps that I take with me on the job site at times. I do something a little different by taking one extra step for safety reasons. I use a "Double" gang box instead of a Single and install a GFCI outlet next to the switch where the GFCI is wired first and the switch is wired in after the GFCI so it is protected from any possible shock. and the pump will be protected as well.

I had a similar problem with an older f-series. The dealer suggested a bunch of different options, of course none were guaranteed and most were expensive. Instead of the repairs you already did, and a few others, I decided to put in a toggle switch that ran direct power from the battery to the starter. Just had to turn the key to "run" and flip the switch. If you do this be advised, you have to flip the switch off immediately after the engine fires up, (and don\'t put the toggle switch where it can be bumped by accident) Worked great for years, and the one person who tried to steal the truck gave up because he couldn\'t start it. Still have the truck, farm beater now, but it still starts. Good luck.
Wire that is between your power source and the pump, needs to be broken/spliced in, with a switch.
If this is a 240 wired motor/pump then Both "hot" wires need to be broken by the switch. If 120, then it is possible to just break the one hot wire. That will be the (Normally) black wire. But be very careful in this as Electricity is "Color Blind"! It does not care what the wire color is. Checking with a meter is always wise & when working with electricity wires, ensure power breaker shut off switches are in the "Off" position.
I posted the two different types of switches you can get at a hardware store.
What you are experiencing when you push the Air Button down and it engages the BATH PUMP but when you release the the Air Button is a bad Air Switch in the BATH PUMP. When you push the air button down it sends a column of air to move a small switch in the BATH PUMP. When the switch in the BATH PUMP is bad it will not engage. What you need is a new Air Switch model TBS-339.
it might be there is trash in the start switch inside the motor. you can remove the motor blow it out with compressed air (me i would give it a good servicing) vacuum inside the spa to make sure it's free of little bus, ants and the such . these are a big problem with these AIR THREW motors . good luck. jay the pump guy longwood fl
Thank you for posting your question here on Fixya.com.
Is this a two speed pool pump with a toggle switch as part of the motor or a spa pump plugged into a control that uses relays to switch from high to low? If it is a pool pump you will need a new toggle switch. If it is a spa unit, replace the relay.

Just cut either the positive or negative feed to motor. Connect 1 side of the wire to a 2 terminal on/off toggle switch & the other side to the the other side of a toggle switch. You can extend wires from both end & mount under dash if you like.
Did the old motor have a built in toggle switch and the new one doesn't? The motor itself will not have an on/off switch...is the one there shorted closed? If the new one has a switch it sounds like you may have crossed the line and load leads so the motor always has power...Please comment back with more details.
the car will have an asd relay in the fuse box, (auto shut down relay), but get rid of that toggle switch, if you ever get a fuel leak , or in an accident the fuel pump won't shut off, causing a fire hazard, also nulling your insurance
