You are going to have to give a lot more information. What is leaking, how fast, etc. If it were the refrigerant you would be out by now. Where is the leak coming from.

Max extract 60 water tank and cleaning solution is leaking out onto floor without pressing the trigger.

If it was stored in a non heated area the pump is probably cracked. If not then it could a variety of problems including the pump, gaskets and seals.

My dehumidifier does not collect any water the motor is running however no evidence that it is picking up any water.

Could be 1 of 2 things. 1st, the compressor is bad and not building pressure or the system has no Freon in it. If the compressor is bad then throw it out and get another one, not worth fixing. If low on Freon you will need to buy line taps, the Freon used in unit and will need a set of ac gauges and a vacuum pump. By the time you buy the tools needed to fix it would be cheaper to buy another one unless you already own the tools. A dehumidifier is nothing more than a air conditioner that works backwards like a heat pump.

Is it normal to have cold air coming from the dehumidifier

A dehumidifier is the same thing as a window unit air conditioner that you sit on your kitchen floor instead of installing it into a window. It will blow cold air out one side (evaporator side) and hot air out the other. (condenser side) Hot/Cold cancelling each other out, (plus a little bit of "extra" heat from running the thing) yet the evaporator STILL removes humidity from the air in the form of a puddle of water on your kitchen floor. They (air conditioners & dehumidifiers) are both essentially air conditioners only difference being is that in order to "cool" an area, the "condenser," or "hot" air would have to be moved outside somehow. Air conditioners do not "cool" air, per se. Instead, they ABSORB & MOVE HEAT from one place to another via some type of gas (freon) and a compressor pump inside of a closed tubular system. (copper,brass,aluminum, etc)

Compressors have 3 or 5 tubes coming out of the can. Probably 3 in this case. The largest is the suction and the smaller one is the hot gas line. The 3rd is crimped and brazed over. The suction line should be cool or cold (no frost or ice) and the small one should be hot. Be careful of fans. Also, that small line is normally hot enough to burn you. If they are the same temperature, its either low or out of refrigerant (Very common), the liquid line could be plugged (Rare), or the compressor is not pumping (also rare). From here on, you need a compound refrigeration gauge and a line tap. An amp probe would be nice but not needed at this point. If you have an amp probe and the compressor is running and not pumping, the amps will be lower than the name plate RLA or FLA by quite a bit. The name plate should tell you what type of refrigerant it takes. 134A is the new standard but it could be different (R12). Knowing the right type is a must. I have seen compound gauges, line taps, and R134A in hardware stores but you can't add any refrgerant on less your sure no air has gotten in. If the pressure in the suction line matches up close to the ambient temperature when the compressor is off, it has refrigerant. With the gauge on the suction line, start the compressor. If the gauge drops into a vacuum of 25 inches or more, the compressor is probably OK but the refrigerant is gone. If the leak is on the suction side, there will be air in the system. The moisture in the air will freeze immediately at the metering device and it wont get cold. If it all leaked out its another whole process to find and repair the leak, evacuate the system and weigh in the proper charge. I hope this helps. There is a whole process for all of this. air conditioners and refrigerators work the same way. Instead of cooling just the small, insulated space inside of a refrigerator, an air conditioner cools a room, a whole house, or an entire business.
Air conditioners use chemicals that easily convert from a gas to a liquid and back again. This chemical is used to transfer heat from the air inside of a home to the outside air.
The machine has three main parts. They are a compressor, a condenser and an evaporator. The compressor and condenser are usually located on the outside air portion of the air conditioner. The evaporator is located on the inside the house, sometimes as part of a furnace. That's the part that heats your house.
The working fluid arrives at the compressor as a cool, low-pressure gas. The compressor squeezes the fluid. This packs the molecule of the fluid closer together. The closer the molecules are together, the higher its energy and its temperature.
The working fluid leaves the compressor as a hot, high pressure gas and flows into the condenser. If you looked at the air conditioner part outside a house, look for the part that has metal fins all around. The fins act just like a radiator in a car and helps the heat go away, or dissipate, more quickly.

The unit just stopped extracting any moisture from the air. The fan runs and the compressor sounds like it turns on. I use the bucket to capture the moisture so do not have the pump on for the hose.

If the unit isnt extracting moisture in the air you have one of two problems a leak in the refrigeration system or the compressor is locked up. In my experience its probably a leak in the refrigeration system because they make the dehumidifiers very cheap and the coils are paper thin. Delonghi has a lot of issues with there dehumidifiers and any other appliance they make. Check to see if the compressor is running if it is then you have no freon in the system. You can access the compressor by the back panel and you will know if it is running. If it is a refrigeration leak buy a new unit it will be a whole lot cheaper and less stressful,.

If both the fan and compressor are going off the problem would be in the low voltage side a safety is opening. Probably low on refrigerant. You need to check refrigerant pressure when the unit is starting, if the pressure drops below 60 psig the low pressure switch will open and shut the compressor and fan off.
You really need to have a service technician check the system out for you.

if comp and fans running your out of freon or the compressor is not pumping more than likely out of freon and that means theres a leak in the sealed system high cost repair

A heat pump dehumidifier uses a fan to draw indoor air over a heat exchange coil. The coil is almost freezing. The water in the air condenses on the coil and is drained. A second heat exchange coil reheats the air, which the dehumidifier exhausts into the room.

A heat pump dehumidifier dumps heat lost from the compressor and fan motors into the air. It returns to the indoor air the heat generated by the dehumidifier turning water vapour to liquid. I got this off the internet
