Water coming out the dispenser

check that the supply valve is open, and that any filtration components are current. In areas with high mineral content, filters will clog/become impenetrable quicker than manufacturer specs,blocking water flow.

Plastic housing broken, dispenser to bowl hose fractured. Soap powder has hardened in dispencer hose blocking same, needs cleaning out.

If your house water supply to the refrigerator is poor it is most likely the cause of the water dispenser and ice maker not working. If you hear the water valve humming when the water dispenser is depressed and no water is dispensed it is most likely poor or restricted water flow to the refrigerator.
If you live in an older home the water supply shutoff valve to the refrigerator is usually in the basement or under the kitchen sink. Many shutoff valves are called a saddle valve and the valve is secured onto a cold water pipe and as the valve is turned clockwise a pin punctures the water pipe allowing water to flow. Saddle valves often become clogged with minerals and can completely block water flow to the refrigerator,. If the valve is corroded on the outside it should be replaced. Ice maker installation kits are available at most hardware stores. Copper water line kits are preferred. Cost is under $25.00. If the Saddle valve is in good shape they can be taken apart and cleaned. Be sure to shut off the main house water and drain pipes before attempting to clean.
Newer homes may have a water box in the wall behind the refrigerator. Sometimes these can become clogged with mineral deposits as well.

Remove the dispensor drawer and check the lower front area of the cavity for an obstructed water outlett.

Some washing machines, can flood water out of the soap dispenser when a hose gets blocked (usually with un dissolved soap powder) .Water flooding out of the front of a washing machine's soap dispenser can also be an indication of overfilling or a partial pump blockage if it does it when spinning.
Black gunge in the top of the soap dispenser can cause water to spray towards the front and leak. Take out the soap dispenser drawer and look at the roof of the soap dispenser. If it's covered in black gunge, blocking some of the water holes, it could be causing problems. In extreme cases you have to replace the dispenser.

deafenatly sounds like a blockage or remove soap dispensor and check that there is no damage below it
ie a crack in the plastic allowing water to escape

its pouring out because the dispenser is getting clogged in somewhere and not letting the water to the drain pump so its pouring from the soap dispenser. Remove the dispenser, pour water into the opening and make sure water can get into the machine freely. Inspect the opening for soap build up.
If water goes down slowly , open the washer door and feel around the bellow for anything blocking the water inlet port into the washer (socks can sometimes get wedged up there and cause a blockage).
If it all checks out ok, make sure the machine is properly leveled and not leaning forward.

probable cause is there is an article of clothing that is stuck between the outer and inner tubs, in the area where the dispenser water and detergent enter the machine. you can run your hand around the rubber boot and you might be able to remove the article, it will be in the upper left part of the machine. if nothing can be found than you have a plugged up dispenser hose.

If the machine is still working, then you are fine. If you can hear the grinder spin, but nothing is happening, then the water caked-up the grinder. It needs to be taken apart and cleaned. It is best to have this cleaning done by a professional. See the authorized service provider list and bring it in for service.

Could be no cold water is coming into conditioner compartment, or you still have a blockage in dispenser. Remove the dispenser and fill the conditioner compartment with water. hold it level and the water should syphon out.
If it does not then it is blocked somewhere
