1986 Evinrude 70 will tilt up but will not tilt down...please help!

This is a long shaft, should disconnect just below carburetor. Pull all the way out of mid section.

Make sure there is not a spring loaded locking lift latch engauged. If there is you will see a little movement and then the motor will sound slower. If there is no movement and the motor runs the same speed with no change you are low on hydraulic tilt and trim fluid.

That is a classic sign of a saltwater spray or water condensation buidup issue. Any time you are dealing with a powerplant issue on a boat, the prudent thing is to take ti to a mechanic. A vessel underway at sea without power represents a serious danger and can become a real emergency very quickly.
While I still believe it is almost certainly an issue with water that has mades its way into the controls I would not attempt to repair this problem without first running it by your local mechanic.

My outboard motor is old and used.When I went to run it for the first time everything worked except when I went to put it in forward gear the boat went slowly but when I gave it more gas the engine just reved up but the boat wasn't going any faster.The motor is 40hp gale model.I think because it is bought used the prop is not the right one and it seems like it's slipping as I go faster.
I would appreciate any feedback on this problem.

Fyi there is a pressure release screw on the hydrolic cylinder that can be opened to allow you to get the engine down
