Hello
Just put in a new CD into it and check whether it will read it or not. Check this with an MP3 CD also. If these two works, and the set does not recogonize DVD only, or it doesn't recogonize and read none of them, the laser unit asembly in your Philips set is damaged. Usually, philips laser units are of special types and should be replaced with same type and number. Never use any substitutions; none of the will match to it. Insist on original type and number. OK
is the dvd a retail dvd, or a copied dvd?
can you play music cd's ok?
if the sound is stuttering, you may have too many other programs running. Check the systme tray amd close down all other apps and icons. most likely a problem with the laptop needing more memory to play the dvd.
also try another dvd player like vlc
or divx.com, or xvid.org for updated player codecs.
Seems to me that the first thing you want to do is find out if your problem comes from the camera speakers/output, or if it records them scratchy. Take one of the "scratchy" cassettes, and play them on another device to see if it transfers bad audio. If it does, then you're worst off offcourse, more of a repair. If it doesn't you can decide you don't need a repair, as long as it does the job.
Good luck
