Read this on another thread - apparently the solution came from HB's tech support.
Turn the fan speed to HI and then select Reverse. You should hear a "click" and see the fan reverse direction. It seems that the reversing relay only works when the fan speed is set to HI.

There should be 2 contactors for forward and reverse. you have to wire them so that the power coming in will switch 2 opposite phases to reverse.

There is a capacitor connected on the fan motor it must be broken. The explanation is a bit technical but since your description match on my previous experience, I would conclude that it is really the cause of your problem.

the coil pack is likely bad especially since you changed the switch. call minkota and get the bench tast info (very simple) and then order and replace the coil pack about 26 dollars. be very careful how you put the magnet assembly back together and mark the position of the case on the outside before disassembly. order a new seal kit and use locktite on the shaft again when reassemling to seal the shaft tube for water. dont run motor uout of the water much as it uses the water to cool the shaft and you can damage the seals. good luck.
