I have a NEW PC as described (dell latitude e6440) win 7, 64-bit, 8gb ram, 4th gen i7-4600m processor, 3 usb 3.0 ports--1 left side, 2 right side. left side port is not recognized when plugging in new device (e.g., flash drive stick), but same device works in 2 right side ports... This unit is NEW (not refurbished or used), but is from ebay seller who deals with Dell to get returns of PCs to Dell at discounted prices) What can I try to get this working? Not a first time user of pc's, btw, so I don't need advice about using usb hubs to increase my "portage," so to speak... That stuff is obvious to me... I have NOT tried anything yet other than to look at device manager--all usb devices are "ok" (no red or yellow flags of any kind)... I also only see 2 of everything "usb" there in device manager--2 controller, 2 root hubs, etc. I don't see three (3). Because of the discounts the ebay seller gets, he CANNOT (because of Dell agreement with him) supply any restore disks, or driver disks, etc. Any real help here would be a plus for me... Looks like it is a problem with those ports since you bought the computer.
Pls take it to a local tech to diagnose the problem or contact Acer Tech Support

When posting driver issues, you need to specify what kind of equip you are dealing with, not just the issue. Most liekly you need to go to the manufacturs website of your motherboard or laptop and find vista drivers for it.

Hi,
have you tryed the devices with out the cooling pad? USB ports have a limit on the amout of current they are able to source and it could be that the cooling pad is drawing to much current.

i think u r using pirated windows. nad ur autoupdate is on. i think if u reinstall windows it may work fine. i suggest to format c: and reinstall window to be sure
