Could be the router. You need to log into the router and check TCP ports 5060 and 5061 are allowed in the firewall settings . ring your isp and ask them to help you get Voip incoming ports to work on your router for incoming Voip and tell them the device you are trying to use
The MagicJack service allows customers to place and receive phone calls through a computer instead of a traditional phone line. Unlike a landline, MagicJack allows people to select a state and area code for their personal number. Users can also customize a vanity number to make their contact information more memorable. If a customer moves to a new city or would like a different vanity number, he can quickly make this change from the MagicJack website.
Step 1
Access your MagicJack online account (see link in the Resources section). Enter the phone number and password associated with the account, and press "Login."
Step 2
Select the "Phone Numbers" menu tab. Click the option labelled "View - Renew - Add." Choose "Add a Phone Number."
Step 3
Choose one of the listed options for the new number. Select "Vanity Number" if you wish to customize your phone number. Standard U.S. and Canadian number options are also available.
Step 4
Check the box marked "I elect to accept free outgoing service." This allows free outgoing calls to phones in the United States. MagicJack must ask this question for legal purposes. If you leave the box unchecked, the MagicJack service will only accept incoming calls.
Step 5
Confirm that you wish to change the MagicJack number. Click "I understand and would like to change my number." Select a state, area code and city for the new number.
Step 6
Press the "I Want to Choose..." button to set the last four digits of the number, or click "No Thanks. I want the last four digits assigned automatically" to receive a random number.
Step 7
Click the "Checkout" button. Fill out the requested payment information to complete the transaction. As of September 2012, the standard fee to change a MagicJack number is $10. Vanity numbers may require an additional fee.

I found this in statement in a review of Magicjack on Amazon, hope it helps.
The one problem I did encounter was at the beginning when I found that
one of my phones wouldn't ring when someone called me. By googling the
problem, I found out that this problem is due to the ringer equivalency
number (REN) of the phone you are using (google "phone REN" to find out
what it is). Most phones have their REN listed at the bottom of the base
unit. From my experience, I believe Magicjack will only work for phones
that have REN of up to 1.0B (add up all phones in your system to get
your total REN. Mine had a corded base with 0.6B REN with 2 more
cordless handsets. I figured that made my phone system total to 1.8B
REN). Magicjack did ring on a phone that had 0.98B REN. To fix the
problem, I bought a multi-handset GE DECT 6.0 (model 28223 Series) which
basically has REN 0.0B. Magicjack had no problems ringing with this
phone. My phone system was over 3 years old anyway so I didn't mind
replacing it.
