Usually just replacing the drive wheel will fix the problem. There are two allen head set screws on the disc mounted on the engine shaft visable through the hole in the rear of the mower. However, don't expect when you loosen them that the disc will move up or down freely. I've only ever move one by taking the engine off. I'd try replacing the rubber drive wheel first.
Hi, I'm from across the pond an Englishman living now in France. Had a similar prob with getting any speed in 1st gear on my snapper. I replaced the wheel but still had low speed and poss slip and loss of drive going up hill. I cured the prob by loosening the 2 bolts that secure the notched selection plate on the right side of the mower and moved just a small amount forwards. This made the rubber wheel engage a little bit further onto the drive plate. Don't go too far otherwise 5th gear could go off the outside edge of the drive plate. Blooming marvellous now
