Welcome to Apple Support . Scroll down and click on "Contact us". Click the blue "Get Started" button. Click on "iTunes" then "iTunes Store". Choose your reason for contacting them. Most common is "Purchases, Billing, & Redemption". If your sub-topic is not listed, click on "The topic is not listed". In the entry field, briefly explain the issue you are having. Try to be descriptive. Then click "Continue". The next page always has an option for email. If chat is open & available that option will appear there as well. This gives you access to the people at Apple with the ability to handle iTunes Store account and purchasing issues. You will not find someone on the phone with direct access to your iTunes Store account.
