Per SONY; To service the C:31 code, Sony recommends you do the following:
Turn off the camcorder.
Remove the battery or disconnect the AC power adapter for 60 seconds.
Insert the battery or reconnect the AC adapter.
Turn on the camcorder.
If the error message appears, service may be required.
The flashing low battery symbol is the way Canon film cameras showed that the camera has had an error and has stopped functioning. It can have multiple causes - but for a quick check remove the lens, turn off the camera and then turn it back on - see if the symbol stops flashing. A problem with the lens can also cause this problem (usually a failure of the aperture unit)
probably one or both or your batteries are low or shot, check both of them. Hope this helps-Jim
If water in them is low, refill with distilled water, and then charge them. If it still doesn't start, you
may need a replacement.
