This can only happen if the seal between the two case halves is damaged. This is not an easy fix. The saw will need to be completely disassembled to access the gasket.

yes it can become plugged but what concerns me is that you said you just changed your bar. If you didn't get the right bar the oil holes will not line up thus no oil getting thru or you may have an adjustable oiler that's not set properly
There is no control on how much oil is sent to the chain. You should be using about a tank of oil to a tank of Gas Things to check Are you using Chain and bar oil or regular oil Chain and bar oil is thicker and has additives to make the oil stickier. regular oil is thinner and tends to run out of the saw when you are not using it. If you are using correct oil and using to much sounds like the oil pump needs to be replaced
take bar off and make sure the oil holes are clean, also clean the area where oil comes out, if that dont help u can turn the oil up, you may need to thin out the oil with a little gas to clear out anything stoppin it up
First off, take off the bar and chain, clean up the grooves and the small oiling holes in the bar. Then without the bar on, start the saw, see if oil comes out of the oiling hole, if not, dump the oil out of the saw, put some gas in, rinse out well, spray brake cleaner works well, too. Refill with oil and see if its oiling yet, make sure to check if it has an adjustable oiler, open it up a bit if need be. Use only bar and chain oil, not car oil!
pump is probably gunked up! pour a dab of oil on it between cuts if you really have a task you need to finish up! then crack the case to the saw open and take a looksee
