There was no discoloration, or anything really. It was just spazzing side to side on my screen. while it was spazzing it did work, it was a touch screen and we could still tap the screen and use it, but then he retstarted it and it's stopped. I've tried calibrating it again but it didnt work.

Hello,
This happens sometimes due to faulty memory or faulty software that causes errors in filesystem. You need to obtain a Windows XP with the correct edition that is installed and boot into it. Then go into Recovery Console and wait for the c: prompt asking which windows you want to log into. Select 1 for C: windows. Then it will ask you for the administrator password. Enter it or press enter if there is no password. Type chkdsk c: /r at the c:\windows prompt and leave to run. It will take about 15 -30 mins. When finished, type exit and press enter. Press ctrl+alt+del to restart computer.
If problem is fixed, computer should start up fine now.
If you still have the problem, let me know so we can try something else.
Thanks,
Lolita

First, plug a external monitor and toggle the screen to discard configuration or software problems. If the image displays correctly you have a problem either in the LCD screen or its connection cable.
Open the bezel and check for loose or damaged connection cable. Look specially next to the hinge, ON THE LEFT.
In case the problem is not the cable you might have to get a new LCD. You can have replacement parts and instructions here:

If the diagnostics displays on the LCD screen but you get no display when Windows starts to load, it sounds like you have a video software driver problem. Try tapping the F8 key when you power on your laptop and boot in Safe mode. If it works in safe mode then you need to check you driver. You can also try connecting the laptop to an eternal monitor and see what happens.

SOURCE: Dell Latitude d620 lights but no boot
Your D620 probably has the Nvidia Graphics (Video) card that was a manufacturing defect well documented all over the internet. I have reflowed the video card on quite a few of these laptops.
Below are some excerpts from the user manual.
Solid green power light and no beep code and no video during POST
The monitor or the graphics card may be faulty or incorrectly installed.
Check the diagnostic lights to see if the specific problem is identified. See "Video and Monitor Problems."
