Question about Dell Inspiron 1521 Notebook
The fan runs bout there is nothing on the screen and no lights on the top of the computer.
Try taking the battery out, pull out the power cord, and push and hold down the power button for 10-15 seconds. Then put everything back and try to start normally. If the problem still continues, try turning it off and pulling the memory out of the laptop and then reseat it...sometimes this may cause the problem but without any sorts of beeping or display occurring, it's very hard to help you on this one. I'm wishing you the best though. :-)

its due to wahter problem its commen problem in a dell monitor u have to take ur monitor with a good electronic technision or if u have knowlged then u have change the id of u r ic in ur monitor & ur monitor will be redy to use

Yes, most likely the inverter has failed if you can still make out the desktop but the screen is very dim. Below is the link to the service and repair manual for that model.

Replacing the fan is easy, once you remove the drives, the panels from
the bottom, etc. Remove the keyboard and unscrew the frame. then the
laptop clicks apart. The fan can be removed replaced.
While you can replace the fan fairly easily, they are expensive if you have to buy one from DELL. You might be able to substitute one from another laptop however.
The problem on the Dell Inspiron though is not the fan, but the design. It does not dissipate heat well, cycling heat poorly throughout the casing and ultimately over the drive before exiting from a primary vent on the side which needs to be higher to get good air flow. The air gets so hot and dirty that it eventually clogs up the fan and over heats the drive.
As a matter of fact, even when the fan is running normally the drive often fails anyway right around the two year mark. My last two companies have bought these and you can almost set your watch by the drive failures.
The solution, is a $5 cooling tray like cooks use for cookies. The metal grill will lift the laptop about 1.5 inches off the surface your working on and allow air to move freely in and out of the vent on the side.

to fix this all you have to do is if you have a air compressor blow out the dust dont get the air chuck to close to the back, once the dust has been blown out your laptop should load up.. the reason it wont load is a safety thing once dust is out the fan wont over run and there for your laptop should start right up
