Every time i try to choose the xbox live network fo halo # it says thati need a valid account and(permission) but i own the xbox and the family setting are off. what do i do

No its not down, im in matchmaking right now and is it any of your settings maybe? Its a problem with your server because thats why its saying about retreiving information from the server. i dunno what thingy to put it in so i put it in solution
Unlocking all of the armor is quite time consuming, It requires a combination of playing through the campaign on various difficulties, getting as much achievements as possible, collecting skulls, and playing multiplayer A LOT. Look here for the complete list.

Try resetting the modem that might help. Because the problem is with your modem not sending the right packet to your xbox. and dont use a computer while doing this or try birdging the network watch my video on youtube for it. Hope it helps. And if it dosnt work then contact xbox live support.

The problem is that you have created 2 different accounts, you have to use the account you used to complete the game to join xbox live to maintain the achievements - you can't send game data to another account. Play the original account (the one you completed the game with) and use it with Live. If you haven't discovered this yet or the other account expired get more Xbox Live and go from there.

redownload all maps and blow air into inside of xbox or clean disk and check for scratches. if that doesn't work you were either banned or need a new game data will be same disk might be ****.!!
Did you sign up for a free xbox live trial or did you get the full xbox Live account? Also if you used one of those Xbox Live Cards with a long activation number on the back it might not be a valid activation card. Alot of people have been forging those things for a while now. If you haven't already call XBOX Live Helpdesk 800-469-9269 (This number will get you through quick).
