Power cuts out and starts again

It's in Japanese however screen freezes then power cuts out and starts up again

To unfreeze it, you need to cut the power for 5 minutes by removing the inline fuse. (for Randy from 2016 :)

Many of these units are for the Japanese home market and only come in Japanese. Use the Google Translate app Camera feature on a smartphone. Look for Settings -Language. (for Paul)

Infinit m35 navigation system cutting out

Without knowing too much about this particular unit, I'll make one suggestion. When it does work, see if you can find a reset option in your setup options.

I have a Toshiba Portege M400. It runs ok if I leave it on a flat surface. However, if I try to move it the screen freezes up and the fan starts running very loudly. I am unable to do anything except cut...

Sounds like there might be dust inside of the laptop that is blocking one of the air vents. Plus the connectors to the screen may need to be reseated so that way the screen can be moved freely without it locking up on you and cutting off.
You have two issues going on. Bring it to somebody so they can open it up and make sure the air vents are cleaned out. Also they need to make sure the CPU fan is running properly. Then with the screen the connectors need to be reseated. Its also quite possible the screen connector might need to be replaced.
If the laptop is under warranty see if Toshiba will reapir it.

whenever your doing a cd recovery you need to remove the battery
use ac power
if its still freezing up you'll have to run windows again
