Get the service manual and look at the mechanical drawings of where the belt goes. Most seasoned Technicians just go in and do it. A beginner will have to be more cautious. There are other things in the deck that also need attention like parts oiled and other idlers replaced.
Some Technics decks were ever made to be repaired.
Tape belts are universal generally. All you do is measure the diameter of the belt in MM and if it is wider than the "string" type the width in MM again. Put the words "cassette drive belt xx MM" into Google. You don't have to precise with the measurements.
Usually the fault is the failure of the BELT on the mechanism. You will need to remove the covers to have a look on the motor drive behind the mechanism of the tape drive. Thebelt can be changed if you are technically capable to remove and reset the mechanism.

First of all you will need some mechanical mind to open out the set. The tape mechanism has to be removed and the connections should be noted and removed. If the old belt is already in the mechansim then you will not have any issue with the direction of the belt to go around the capstan flywheel. If you have alreaddy obtained the correct belt then carefully open the back of the mechanism to remove and reset the new belt. When replacing check for the free running of the capstan if not use a small drop of oil to free. If the belt was not there then wind from the motor to the second flywheel after running it around the first flywheel to drag it along so that when the motor turns you have the flywheels turning freely. reset the back plate using a thin probe type tool to hold the belt and release to the motor. For a first time it may be a bit difficult but try again. Hope you get this right. Good day
You use the two bolts that hold the step up pulley in place. The step up pulley is the pulley assembly that is closes to the back of the unit. The step up pulley slides into two grooves in the frame, then there is a bolt on each side that run down the groove into the step up pulley. These bolts are the bolts that adjust the tension for the skinny belt. You may need to loosen the other belt first then tighten the skinny then retighten the belt you replaced.
