Blinking light indcate a processor shutdown.. the processor has detected a problem in safety circuits and shut down the set. common problem are flyback and horizotal ouptut transistor. the processor has a error log file. technicians can plug a specail computer and read those to determine problem

Tv green light flashes on and off 3 times. Never comes on.

Three blinks - B+ over voltage protection (OVP), unit goes to the standby mode then displays the 3 blink fault. This is also a problem in the power supply circuit, check T603 and R672.
check the components as given above and if necessary replace the components to solve the issue.
This will help. Thanks .please do rate the solution positively .thank you for using fixya.

RCA d52w19 green LED flashing and speaker int/ext switch problem

The most probable cause are the Three capacitors CP150, CP114 and CP120 all located on the deflection board.

I would try replacing CP150 , CP114 and also CP120 as those three capacitors have been known too fail which will prevent the set from powering up.

Horizontal output and the low voltage regulators should always be checked first in a set that wont power up. If you need a manual go to http://www.servicemanuals.net/. Be sure to check back if you need some help.
