My Maytag PAV2300 top load washer lopsides nearly every time we wash, even with very light loads. rearranging the clothes fixes it, but it did not have this problem until the last few months. The machine is about 6 years old.
I have been experiencing the same problems with unbalanced loads, only now, when the spin-cycle starts, there is a loud noise, like something is rubbing. The noise contines until the cycle ends. Also, the tub spins very freely when the machine is off. You said it could be the brake. If so, can it be replaced?

This can be caused by a brake that has failed. Try to spin inner tub with washer off. It should NOT turn. If it turns the brake is bad and is allowing the tub to spin when agitating. This causes clthes to bunch up.

The "Guides" around the drum are worn out or the bearing is bad, which usually causes it. Replace the bearing and guides. You Tube has many videos on these fix's. and there is a good chance your machine will have one to view.
