Check to see if the primer is split or leaking. Then check your fuel filter and fuel lines. If all are clear and no leaks, the only other issue would be carburetor or lines installed incorrectly.

Echo pb 251 leaf blower leaks oil

You need to check your gas line and the primer ball itself and make sure you don't have a split in the lines or in the ball, also check the fuel filter in the gas line to ensure it is not plugged up.

Primer Ball Sticking

Your carburetor needs cleaned. Disassemble the carb. and spray with carb. cleaner. Use a Den Tek Brush,(http://www.dentek.com/shop.php?target=products&product_id=7), to clean the small portals in the carb. Make sure that the small screen in the carb. is free of debris. Test the primer bulb after you get the carb reassebled and before you put it back on the trimmer. This will keep you from doing extra work.
If you need further assistance, just let me know.
