I lost my fujifilm finepix jx 400 battary charger and i want to use my usb cable to charge it is it possible i plug it but it seems doesn't charge

Fuse F351 has possibly blown on the board. It is a 2.5A 32v UL type surfacemount fuse which is soldered to the board. The fuse has a coded letter on it for identification. Recomend you find someone who knows electronics to repair

In reality, yes. The AAA batteries are to short for the charger, so some fiddling is required. I'd recommend you buy a suitable multicharger instead.
