The problem is with the printer head which is normal in Laser Printers. Try cleaning the printer head with a cotton cloth and it'll resolve the problem a very large extent.
Sounds like a bad toner, or possibly the scanner is dirty. If you look where it pulls the paper through it can have a small speck, but since its on the scanner tself it will put black lines all the way down the paper.
If its larger and smeared the Toner itself is probably bad and you need a new Toner Kit, should come with new rollers and a new cartridge as well.
Replace the maintenace kit and then in the menus run eliminate light stripes and eliminate smears.
There really isnt much else to do.
What you do when you run the light stripes and smears modes the machine removes all the ink from the print head, turns on a compressor and blows out the jets on the print head.
There really isn't a "cleaning " procedure as with a laser printer. If the maintenance kit is good, it pretty much maintanes itself.
Appropriate cleaning procedures, as listed in the following tables, should be
performed when specific print-quality or paper transport problems occur.

the Phaser 8500/8550 User’s Guide.

Laser printers do not use Ink. The problem is most likely a defect on the drum, which in this model printer, is part of the toner cartridge. Replace the black toner cartridge with a known good one and test.
LSU means "Laser Scanner Unit". That is the part that actually "prints" the image on the drum before it goes to the paper. If the toner (not ink) cartridge is in good condition, then you need an Authorized Service Center to replace the LSU assembly.
