I have put the HD into another PC and it does boot from there. Since no video my assumptions is the MB. I have also swapped the PS (same model) with another PC and that is good as well. I do see lights on the MB but don't know what they mean. Can't seem to find the manual online yet.
Try searching on cmos bios number for the manual
Also check the cpu fan - does it require power on the motherboard somewhere and you might have it not powered via a power plug from the power supply.

The solution to the problem is as follows
The main reason for CPU fan overworking or not working is due to the load we put on the syatem while operating.So,the first reason for fan not working may be due to the SMPS malfunctionality.Better check out for it.The reason if fan is working but Overworking is due to viruses is system.So go in for format
