Service Mode - With power off, hold paper feed (paper select) button and info button while powering on, release after initializing screen.

normally you don't have to wait for drying.
Most of the printings materials are instant dry except some special papers that the driver handles the drying time.
Be sure that the papers you are using are suitable for this kind of printer.

It is overheat indication (abnormal rise in temperature of the RH print head) What you can do is turn the unit off and wait for a little bit and turn it back to see if it helps. If it doesn't help, you will need to replace the print head. For this, you will need to bring it in for service. You can call Canon support line at 1-800-OK-Canon (1-800-652-2666)
Note: more than likely you will need to replace the print head. I have seen most of users who got this error ended up with replace the print head.
Update firmware won't help.

How do i install a new printhead for a canon IPF700

You'll need a factory service manual, and a lot of patience. This link provides (it states...I cannot vouch for it) downloads of the IPF700 service manual and parts catalog for what seem to be reasonable prices.

Getting the part from Canon could be an issue, as they (along with HP, Epson and the others) don't like owners doing their own work and try to steer you to a service center.

That said...I was involved in the large-format repro business for a number of years (we used Epson 9600 and 4000 machines, later went to HP) and had the heads wear out on the 9600 at one point. We considered doing our own replacement after getting the quote from the service center...but then realized that the machine had a lot of hours/prints on it, and even with new printheads the motors and drive mechanism were also quite worn. That's when we upgraded to a larger HP machine.

I need to change the purge unit on my ipf700 and cannot find a service manual to help me through getting at it

first you must get the purge unit assy code for ordering.
The replace procedure is easy.
All you have to do is to remove the covers on the right side of the machine and loose the 4 screws that holds the unit on the chasis of the machine.
Watch for the ink that might be inside the unit

Disabling Ink level Detection Canon iPF700

you can disable it only if an error occures at the first in filling, with the latest firmware installed (ver 1.37) if the machine will starts normally then you can't disable it.

If you have blocked nozzles unfortunatelly you have to replace the print head.
What about the nozzle check pattern?

We have a Canon iPF700 plotter. Keeps flashing message about print heads needing cleaning which is not resolved by pressing cleaning button. Probably needs a service. Number of good engineer in our area...

First print a nozzlle check pattern. Check all colors. If the problem is in any other color than cyan then you can fix this issue. If not you'll have to replace the head with a new one.
Try to update the firmware also to version 1.32 (for iPF700) and 1.35 (for iPF710) and check the result.
