Hello user...you are receiving this message at start-up because, in your bios system settings, "run fast diagnostic test" is enable...CPU fan is like a computer fan but attached with the cpu to cooled the cpu so that the cpu will function properly so as the computer...perhaps there is a problem with the fan, so its not running when the computer starts. This may harm your CPU, as a result may blow the circuits in the motherboard and eventually your computer will crash....for a technical advice, you may want to visit the nearest PC repair shop and change the cpu fan..
If the fan is failing the most times the computer will not start because it will overheat. There are two fans inside the system, one inside the Power Supply and one that sits on the motherboard.
Remove the Power Cord, Open the case, Remove the cover and with a can of compressed air blow out the dust inside the computer. Clean the dust away from the Fans, Vents, CPU and Heat Sink are that sits under the Fan on the motherboard.
How long havew you had the present motherboard in your computer? if over 3 years (and used on a dayly basies more then likely, your motherboard is in need of replacment because the capasitor/s are leaking (not giving the proper voltage to start and hold your computer at proper levels
If the fan is not running, your computer will definately have a problem very soon. Sometimes, the fan is just clogged up by dust and debris. Head down to a local computer store or one of the box stores and purchase some compressed air dusters.
Dust out the fan and vents as best you can. If the fan still does not spin, your computer will easily overheat and, in all probablilty, shut down on you at random.
If left for too long, this could cause multiple other problems for your computer. I would recommend you look at getting the fan replaced as soon as possible if you cannot get it to work by dusting it out.

If the fan isn't running, the computer probably shut itself down because it overheated. Check to make sure the cable going from the fan to the motherboard is securely plugged in. If it is and the fan still doesn't run, you have a faulty fan and need to replace it before you start up your computer again. It's not good to run a computer that hot. Please rate, thanks!
