When listening to TV thru the stereo, the volume output is reduced dramatically.
The Setup - Currently connecting Panasonic TH-42PX600U 42 in. Plasma HDTV, Pioneer VSX-1020 Receiver, and Cisco ISB7500 IPTV Receiver (cable box) supplied by ATT-Uverse and is part of a bundled TV, phone and internet service (phone line connection). Before switching to ATT I had TV, phone and internet bundled thru coax cable AND THIS PROBLEM DID NOT EXIST!
The connection: Cisco cable box to TV via HDMI cable, TV to Receiver via fiber optic. No other components connected.
The Problem: When playing stereo, volume is at correct volume output, but when running TV thru stereo, volume output is reduced dramatically. Also, unless TV is unplugged from the wall, the fiber optic light in the cable stays on. Why? When plugging a fiber optic cable into the other port of the stereo receiver, the fiber optic light within the cable does turn off when you turn off the unit.
How can I regain the normal volume output when listening to the TV thru the stereo

Of Course there is a fuse at its main power regulator board. but, you must have sound knowledge in electronics, to replace it, especially to Plasma displays. If you wish to get more details, check the site linked here. If you have confidence, follow. http://electronicshelponline.blogspot.com/

likely a coil or small transformer in the set is vibrating hard enough to make it squeel, it would have to be located with back off by listening to see where it comes from.
cure would be to replace the entire board it is on or hot glue the part that is causing this to dampen the sound.
If it is coming from the front screen unit that is a more serious issue.
if you have the right tools then you can do it, make sure unplug the tv unit first while replacing the board. then mark or put a label to the connector that you were disconnect not to interchange that can cause of damage to the other board.
This is controlled by the Split and Swap buttons on the remote; the size of the second picture can be adjusted with the Aspect button. First press split and use the Input button to select the source of the right picture of the split screen (TV channel or video inputs). Then press Swap and use the input button to select the source of the second screen. Swap again if desired or press Aspect to change the size of the main screen window. However, it is not available if you are using the HDMI, PC and SD Card viewing mode. Since the TV doesn't have dual digital tuners, you can't watch two different digital channels on the split screen.
I am not familar with your exact model but my Panasonic TH-42PX600U 42 in. Plasma uses a generic brand wall mount. The first mount I bought would not fit so I returned it and bought a different brand which worked well. Start shopping your local stores (even walmart has a couple of different types to choose from), carefully open the packaging in case you need to return it and see if it will fit the mounting holes on the back of your TV. If it fits on the back of the TV then you should be good to go.
