I have two articles on this, neither of which correspond to what I said in another answer.
Dell use or used to use a non standard pin out (so it will depend was made by AVC especially for Dells)
In the standard pin out the black wire is 0V, the next often yellow is +V (12V for your fan) the third one is speed sense, and the final one is speed control (you search the internet under 4-pin fan pin-out to be more confident.)

To be certain consult your m/b manual which should all the pin assignmens on your m/b, or you can try to measure the voltage between 0V and the second pin to verify that it is +12V in your case (it may be lower or as high as 13.2V)
