Bernina 1030 sews perfectly with full speed control and parks the needle on top when foot pedal is released. If the pedal is depressed backwards the needle goes down an d parks there. After the sewing is stopped and the needle is parked at the top the machine starts running by itself at a very slow speed. I t doesn't happen every time and doesn't do it right away. the only way to stop it is to remove the control foot plug.
This is most likely a fault in the foot control. Normally supplied with this machine is a Type 10 and this can be fixed quite easily but probably not by the machine's owner unless you have some electrical and mechanical experience.
If you have knowledge of and access to a multimeter, you can test it. What working properly, you will find the following:
Pedal released: resistance is infinite (anything around 4k Ohms or less and the machine will run).
Heel pressed: resistance is about 10k Ohms.
Toe steadily pressed from nothing to all the way down: resistance is infinite then after a small depression, jumps to about 4k Ohms steadily decreasing to zero as the pedal reaches all the way down.
Your problem, being at the point where the pedal isn't pressed suggests that there's some contamination in the pedal. It's also possible that you have a type 365 pedal (as used on the 930) and this is more likely to give this kind of trouble due to the use of carbon brushes in this foot pedal.

Yes it does sound like a faulty foot control. The power cord is probably fine, you just need the controller. Ebay is a good source for parts.

There is a supressor, usually in the foot control that has burnt out.

If you can remove the burnt unit yourself that's fine, but if you are in any doubt, ask a service centre for a quote to remove ot for you, or a qualified friend etc.....it is not essential, just reduces interference on TV and Radio while you sew in the same house.
It is mains power, so don't fool with things you don't understand.

Buy a new foot pedal for it, probably one of the electrical components inside the foot has failed.
There are Kenmore footcontrols for sale on www.sewingpartsonline.com. You could email them to check its right for your model if it isn't listed.
Obviously I'm assuming that you are in USA with 110 Voltage and that is what your machine is. If not and your country is 220V, you would need to source it from a reseller in your own country or another with the same voltage.
