I have had the same issue, discovered that a 680Uf 6.3v capacitor was blown on the PC board. Replaced the $.14 part, the world is happy once again.

From HP:

To cold reset the printer, with only the power cable connected.
By doing so, the printer settings will default to factory settings. Please note that after a cold reset the printer settings will default to factory settings and you may have to re-configure all the settings.

Press and hold the Return and Select buttons, then press Power button to turn on the printer.

Hp 2800 printer will not boot after multiple attempts at cycling the power all that happens is the green light and scrolling dots on the display screen

In all likelyhood, a capacitor on the main pc board had blown, they problem caps are TEAPO 6.3v 680uf. Look at the caps and see if any of the tops of bulged up. If so, replace the caps (about .14 each). The caps control voltage to the actuators, without which, the printer's OS never gets past initialization.

When power applied to HP2800 PLC6 green light illuminates and dotted line draws across LCD screen. no other response. no buttons work. Is this abad one?

Most probably the power supply has gone bad , and caused damage to the main board.
I don’t think this is worth the repair costs. Still working on it.

Cannot connect using Appletalk protocol

Given that this issue is three years old, and AppleTalk protocol is no longer even supported, it probably should be laid to rest.
