When trying to run the maintenance procedure the lights keep blinking and the cycle won't start. There are no items in the machine. This has happened before and starting the procedure over fixed the issue, I can't get it to start the maintenance cycle at all now. Everything else seems to work fine.

Make sure the drain holes are clear in the bottom of the bellow. Also, make sure the bellow is aligned properly. There should have been an alignment arrow at the 12 o'clock position. Hope this helps.

“F21” is a Long Drain error. If the drain time exceeds 8 minutes this error code will be displayed. In addition, a “SUDS” error may also be displayed. This may be an indication of a drain pump problem and/or clog in the drain line. You will need to check the following:
1.First, attempt to unplug the washer for at LEAST 30 minutes to reset the Central Control Unit (CCU). Sometimes this is all that is required to correct momentary glitches with the unit. If the error code returns, proceed to step 2.
2.Check the drain hose to make sure it is not kinked or clogged.
3.Check the electrical connections to the pump and ensure the pump is running.
4.Remove the drain pump filter and check for foreign objects and/or debris.

If the above procedures do not correct the problem, it is recommended by the manufacturer to replace the drain pump.

SOURCE: I have an f28 failure code on my Kenmore HE2, I
F28 is a serial bus error from the CCU (Central Control Unit) to the MCU (Motor Control Unit).
All you need is some Electronics contact cleaner spray and a 1/4 inch socket to remove the top of the machine and the back of the machine.
The CCU is the computer looking box at the top front right hand corner.
Find connector M13, (has red marking on it and only 3 wires) disconnect it by pushing the retainer tab back and pulling gently on the connector.
Spray the contacts of the connector and computer with connector cleaner.
Then re-assemble connector.
The MCU is in the back lower left corner.
Find the connector with 3 wires and red mark, and remove this connector in the same way you did the other, spray it and re-install.
Put the back and top back on.

3) Open the dispenser drawer and immediately add 2/3 cup (160 mL) of liquid chlorine bleach to the bleach compartment.
NOTE: Do not add any detergent to this cycle. Use of more than 2/3 cup (160 mL) of bleach will cause product damage over time.
4) Be sure dispenser drawer is closed.
5) Select the CLEAN WASHER cycle.
6) Press START.
NOTE: The basket will rotate, then the door will unlock, lock again, and then the cycle will continue. The machine will not fill, but the basket will rotate while the washer runs a short sensing cycle. This will take approximately 3 minutes.
7) The cycle will determine if clothing or other items are in the washer. a) If no items are detected in the washer, it will proceed to step 8. b) If any items are detected in the washer, all cycle lights will flash and "rL" or "F/34" will be displayed. Associated LED status lights will remain lit. The door will then unlock. Press STOP to cancel the failure code. Then repeat steps 1, 2 and 6 to start the cycle again.
8) Once the cycle has begun, allow the cycle to be completed.
9) After the cycle is complete, leave the door open, slightly, to allow for better ventilation and drying of washer interior.
