Hello Martha, Sounds like the spring mechanism that operates the flash lid has a spring problem, you can manually open the flash but it will not stay in the raised position without the spring unit working,it has nothing to do with the battery,it is an internal mechanical problem. This seems to happen occasionally with this camera (it did with mine). Some people have recommended finding a spring of the right size and wedging it into the flash compartment to push the flash unit up. I have been unsuccessful at taking the camera apart to try and repair it, despite many suggestions from experts on FixYa.
The spring has broken off from the rear of the pop-up flash assembly. it is broken.
You will need a replacement pop-up flash, a new camera or an external flash unit.
Mine did the same thing. The problem in mine after extensive disassembly was the plastic had broken inside the flash where the pop up spring attaches.
This was a pretty extensive repair with full disassembly in my case, not for most people.
A workaround is to take a small rubber band, loop it over the top of the camera from the eyepiece for the viewfinder to the lobe in front of the flash. When you need flash, release the flasy and unhook the elastic fromt he front lobe and let it go under the raised flash unit and it will keep it up. If you case lets you, you can leave it that way. Not pretty but functional.

If it releases but doesn't properly pop up then this may be the answer.

Try gently lifting the flash with the flash latch held open. It may have grit stopping it or a broken spring. Also make sure the latch is pulling right across to the right.
Pry the metal spring clip in the base of the hotshow toward the rear of the camera with a pocketknife, itll pop out and there will be 4 small screws under there, Ill put a buck on that bet. The hotshoe needs some good anchors to support some beefy flash units so it has screws to hold it down, metal hotshoe to metal chassis.
