I suggest that your TV is connected to a surge protector (In case you lose power).. The Standby Mode is safe at that point.

TYPE MSCONFIG at cmd prompt or run

at boot menu check if safe mode is ticked thn untick it

Try Safe Mode.

SAFE MODE:

1. Place you finger on the on/off sensor leave it their untill you console turns off then take you finger off the sensor.

2. Place your finger back on the on/off sensor leave it their until you hear 2 consecutive beeps then take your finger off.

3. Once the safe mode screen comes on select the option PS3 SYSTEM RESTORE.

NOTE: A PS3 system restore will delete all data except the OS. I recommend backing up your console onto a USB flash drive if possible.

In safe mode laptops/pc's use a basic 800X600 video. Maybe your TV is not accepting that high resolution. Check your TV manual for the specs. and set your pc accordingly.

That usually means the "Resolution" is set too high. Try to start in SAFE MODE, press F8 at bootup, and choose, Standard VGA Mode, or boot to the safe mode desktop, then set resolution for say 800x600 32bit. Then reboot. Hopefully you should now be OK.

Addition to previous post: You can also try Safe Mode to correct your video issues, too. Restart your computer or turn it on. Count to three, then start rapidly tapping the F8 key on the keyboard. Choose Safe Mode or Safe Mode with Networking. Let it load up. Try info from previous post in Safe Mode.
