It could be the timer. It could be other things too. You'll need some hand tools and a volt-ohm meter to disassemble and trouble shoot the components. Only if you're handy and already have the tools above I'd say figure it out. Otherwise, call a repair person because if you go buy the tools I've mentioned you'll kill more time breaking your dishwasher than fixing it. It's also more expensive to buy tools, break the appliance and call a repair person. Just call the repair person instead.

You need to cal an appliance repair professional...the dishwasher fills from the house plumbing, but if it is not washing right that is an internal problen with the dishwasher....probably there is stuff in the pump or the pump is going bad...
the tech that came out may have pinched the drain hose when he put the dishwasher back in place. disconect drain hose from under sink. put dishwasher in cancel/drain mode see if water is coming out at a trickle if so, hose is probably pinched behind dishwasher
