I suggest you let it download the updation file because usually there is no option to abort the download and if you do not want to install the update just decline the license agreement this will abort the install and you would be able to use the old version. Note: Once you have installed ios7 there is no direct downgrade available as Apple had stopped signing the previous versions.

SOURCE: I can't down any of the iOS to my IPad? For me to do anything I have to iOS 6 or higher to any thing.

Apple has the best help desk for all problems with their devices.
But what the want to know first is what device do you have. iPad alone is not enough. 1 generation, or later. The fifth generation is on the market over a year now, and the sixth is coming soon I guess.
Then they want to know what iOS you have. The next thing they want to know is what you want to put on he device and how. Via wifi, or via iTunes (connected to the computer)
If anyone here on fixya wanted to answer your question, he / she should have all this information too.
Then a question, most of the time starts with a word like how, or what, and ends with a question mark. If your "question" is not like that, ask your self was I clear enough.

I do want to help you, but I need more details, to avoid I start guessing and in the end my assumptions, so also the answer is wrong. (and useless to you)
