Whirlpool # HTR16ABSHRWW 2 years old,and doesn't seem to be freezing any more.Kept in the garage very cold because of the Northeast weather past few weeks,could coils be frozen?Unplugged it and restarted yesterday and worked but now doesn't seem to be making any noise as if the motor is working?
The answer to your question is an easy one! But not one you are going to like..
There is only one refrigerator/freezer combo, that I know of, that will work in a garage during the winter months and that is the gladiator..
I pulled up your owners manual and on page 9 it says
"do not install the refrigerator where the temperature will go below 60'f because it will not run often enough to maintain proper temperatures"
This is in every owners manual I have ever looked at with minor differences in the temperature rating.
It has one thermostat.. and that thermostat is looking for 36'-40' typically so if you get a string of days that are 40' out then the fridge may only come on a couple times a day causing the freezer to defrost but the fridge to stay normal. The fridge may freeze on colder days.
This issue is nothing new and salesmen sell you a fridge that they say will work in the garage but the owners manual says otherwise.
Frigidaire came out with a garage kit that did not work.. Then a control board to monitor run time and that doesn't work either..
A stand alone freezer will be fine.. or a stand alone fridge will be ok too unless it freezes from outdoor temperature.. But a combo will not work unless it is a gladiator. Or some very expensive "dual cool" units that no one would spend that kind of money for something in the garage.
I'm in Ohio so I am familiar with the Northeast :)

Possible of 3 reasons.
1) Defrost bimetal is open and not allowing power to heater element in evaporator coil in freezer.
2) Defrost timer is not going into defrost, motor stopped moving.
3) Evaprator fan motor is not rotating. Possible motor.
First check for frost in the back panel of the freezer section.
if there is frost and the fan is operating, would suggest manually putting unit into defrost, depending on particular model. may be a switch you can move with a standard screw driver to get the fans and compressor to shut off. If you find this either. Top of fridge in refrigerator section below temperature selection controls. Or remove toe plate, the pretty decor under the door. and it will be in there.
If this is an electronic style, look under that toe kick and there is a technician's sheet that will explain how to get into defrost.
Allow 10 minutes for heater to heat, listen for water sizzling on heater element. if this does work. you will need the defrost timer.

Yes, the cold weather is the cause.
Your machine is cycled off and on by the thermostat located in the fresh food compartment. When the fresh food compartment is satisfied, it will shut off the entire machine.
Any temperature below 55 degrees will reduce running time until the freezer will not function, or at best poorly.
Engineers designed domestic refrigerators to balance properly between 70 and 95 degrees. It should be in your user manual.
