I went in to clear the HDD and it won't let me select the clear or format tabs. I turned it off and back on and nothing changed.

Go to http://support.dell.com/support/edocs/systems/latd630/en/AMT/MEBX.htm
You have to disable Intel ME State Control , and you do not get any pop up masages any more.
I hawe that problem with secundary HDD.
