I know what you're going through as it is common on Belkin routers. There are actually some good solutions to this found on youtube for simple instruction to help demostrate but I'm gleaned you already have done some of the advanced steps. Here is my question did you ever set your xbox 360 with a static ip address and then add it to the firewall/virtual server settings. You put the static ip address in and the xbox 360 ports.

Was it working befor you used a static IP in the device? check the firewall rules, you could try seting a dynamic IP on the device than looke for it in the DHCP table of the router to open the correct ports to the correct IP (temporarely) to see if *** works, than do the same with a static IP (STEP BY STEP) there is no reason for it not working with static IP versus dynamic IP, you could also try a DMZ on the IP's device (temporary) to make sure it's not the firewall
Good luck!

Hey Ben, when you access your settings page do you see the option for applications and gaming? That's where you would change the nat.. Just remember that you must set the start and end ports correctly and you must put in the correct IP address before enabling it.. Let me know if this solved the problem and good luck..
