Sounds like you have num lock on. The Num lock key is usually the same as Scrlk but to select the Num lock you have to press and hold Shift then press NumLk/ScrLk. A light should light up to indicate the keypad is on/off.

Please go to safe mode using administrator account and check whether it is entering or not? the 9 light shows the num lock is on and it could be turned off by pressing num lock or Fn num lock combo. This will also ensure (if num lock is working) that the issue is woth software.
The Function keys up top will not do anything when not in a program that has them set.
The num lock key on most laptops does not itself work: it must be pressed in conjunction with another key. This is normally the "FN" key at the lower left.
Please try pressing the "FN" key while you press the "num lock" key and see if this now works.
