I would be concerned with the vertical IC. This IC has pins that have separated from the board itself. You will note the area under the vertical IC is almost black. It will do no good to resolder this. You will need to replace the vertical IC with a new one. And be sure to replace those electrolytic capacitors near and next to the vertical IC. Bad grounds on the this IC will cause your TV to shut down. Also inspect the rest of the TV board. In some cases the retrace cap will always need resoldered!
